HiddenLayer constraint. The HiddenLayer sparsity loss function is defined as:
\[\mathcal{L}_{hid} = \frac{\lambda_{hid}}{N_{hid} N_{hid}} ||W_{hid}||_F^2\]- $N_{hid}$: is the number of hidden neurons.
