ReadoutLayer constraint. The ReadoutLayer sparsity loss function is defined as:
\[\mathcal{L}_{out} = \frac{\lambda_{out}}{N_{out} N_{hid}} ||W_{out}||_F^2\]- $ N_{out} $: number of readout neurons.
